Scottish Care Leavers Covenant

Who Cares? Scotland was part of the alliance that created The Covenant. Its aim is to close the gap between the kind of care and future that care experienced people want and what happens in practice.

The Covenant aims to support those who are named in legislation as Corporate Parents to deliver changes in action and practice that will improve care. It offers clear guidance on how to meet the needs of young people who are often disadvantaged as a result of their care experiences.

Care leavers often struggle on the journey out of care and into independence. For many, there is no support or guidance. As a result, the challenges are too great and they continue to experience problems that lead to far poorer outcomes than their peers.
